NOTICE OF PUBLIC HEARING

Executive Office Reorganization Ordinance

Proposed Ordinance 2026-0073

 

NOTICE IS HEREBY GIVEN, that a public hearing will be held before the Metropolitan King County Council on the 16th day of June, 2026, at 1:30 p.m. to consider adoption of Proposed Ordinance 2026-0073, an ordinance relating to the organization of the Executive's Office. The public hearing will be held at the King County Courthouse, 516 3rd Avenue, Room 1001, Seattle; remote public testimony on Zoom will also be accepted. Written public testimony will be accepted from 9 a.m. on May 15, 2026 through 10 a.m. on June 16, 2026, by sending such public testimony to clerk.council@kingcounty.gov. Please include the legislation number  and related agenda item in the subject line. It is expected that the Council will take action on this Proposed Ordinance at the June 16, 2026 meeting following the public hearing.

SUMMARY:

The Proposed Ordinance would adopt changes relating to the organization of the Executive's Office including changes to the Regional Land Use Division.

The Proposed Ordinance would do the following:

Amend sections of King County Code to consolidate five standalone executive offices into the Executive's Office. The offices are:

  • Office of Climate;
  • Office of Economic Opportunity and Creative Economy;
  • Office of Equity, Racial, and Social Justice;
  • Office of Labor Relations; and
  • Office of Performance, Strategy and Budget (including the Regional Land Use Division) into the Executive’s Office.

The general functions of most standalone offices would continue in the Executive Office or in Executive Departments.

FINAL ACTION:

Prior to final action, Councilmembers may offer amendments for consideration by the Council.  Persons wishing to testify on the Proposed Ordinance should attend the public hearing in person or remotely on June 16, 2026 or provide testimony in writing prior to the hearing.  Amendments that may be considered for adoption by the Council include, but are not necessarily limited to:

  • Engrossing changes made by other ordinances.
  • Making technical corrections, clarifications to terminology, and streamlining of language that does not change the intent.
  • Any amendment offered, or relating to topics discussed, during the review of the subject legislation in committee.
  • Any matter preserved for consideration by the Council by a member during previous committee meetings.
  • Any amendment contained in the Executive’s version of the subject legislation.
  • Any amendment related to retaining and/or modifying Executive offices proposed for removal from King County Code or related concepts.
