Updates About King County’s Behavioral Health Sales Tax Renewal

The MIDD behavioral health fund pays for programs and services for over twenty thousand King County residents each year, thanks to a 0.1% sales tax ordinance. The ordinance is scheduled to expire at the end of 2025. 

Broad support exists in King County for the continuation and modernization of the behavioral health sales tax, and the MIDD Renewal Team is working closely with leadership from DCHS and the Executive’s Office to submit a plan to the King County Council to extend the sales tax.

This webpage is the place to find updates about MIDD Renewal as well as current information about the Renewal Team’s community-driven process to revamp MIDD’s role in the behavioral health system. 

What to Expect—MIDD Renewal Timeline

  • Current sales tax ordinance ends in 2025.
  • New sales tax will begin 2026, if approved by the King County Council.
  • The MIDD Renewal Team and DCHS leadership are working with the Executive’s Office to finalize the remainder of the steps and dates.

The MIDD Renewal process is now underway in the Department of Community and Human Services. Over the next year, and throughout the renewal process, King County will engage with community behavioral health partners and community members most impacted to inform the policy of the next iteration of the behavioral health sales tax as well as to inform the implementation plan that guides the County’s investments.

We want your input! Help guide the next iteration of King County’s behavioral health investments by participating in Phase Two of Community Engagement.

The Renewal Team is especially seeking input from:

  • People with lived experience in behavioral health
  • Youth
  • BIPOC community members
  • Behavioral health service providers
  • Recipients of MIDD funds, current and past

Phase Two of MIDD Renewal Community Engagement sessions will begin January 2025 and continue through April 2025. The focus will be to gather additional input from community members from priority populations that we need to hear from to collect insights, such as those listed above. Phase Two will also include reporting back to community what was heard in Phase One.

We will be seeking specific feedback from community members, community-based organizations and providers to further inform the implementation plan.

About Phase One of Community Engagement (July-November 2024)

The first phase of community engagement focused on gathering insight into how MIDD funding could be used to tackle needs and gaps in the County’s behavioral health system, including enhancing access to community-based behavioral health care for adults and youth, reducing risks associated with substance use (including opioids), improving behavioral health workforce conditions, and supporting networks of community-based behavioral health providers that deliver integrated care. 

About the MIDD behavioral health fund

MIDD is a countywide 0.1% sales tax that generates about $180 million per biennium. MIDD currently serves tens of thousands of people each year through its funding of programs and services for people living with or at risk of developing behavioral health conditions. King County’s MIDD is managed and operated by the King County Department of Community and Human Services' (DCHS) Behavioral Health and Recovery Division (BHRD).

Since 2008, MIDD has funded high-quality programs and services that, collectively, work to reduce reliance on jails, emergency rooms, and hospitals, and create connections to community for King County residents most in need. King County imposed the current MIDD in 2016 in for 2017-2025. Now the MIDD Renewal Team is working to imagine and realize the community vision for the next iteration of King County’s local behavioral health fund.
