Project overview

The King County Flood Control District and its service provider, King County, are proposing to build a flood risk reduction facility in the City of Pacific. The goal of the project is to substantially reduce the risk of flooding in the City of Pacific and improve environmental conditions along this section of the White River. King County has prepared a Final Draft Environmental Impact Statement (Final EIS) analyzing the impacts and benefits of six project alternatives.

The project will extend from the BNSF Railway south to the King-Pierce County boundary line, as shown on the map below.

As part of the Pacific Right Bank Flood Protection Project, King County has been investigating a former dumpsite under Pacific City Park for cleanup under the guidance of the Washington State Department of Ecology’s Voluntary Cleanup Program. King County is conducting additional soil, groundwater, and vapor sampling as part of the multi-step dumpsite investigation.

 

Final Environmental Impact Statement

In 2024, King County prepared a Draft Environmental Impact Statement (Draft EIS) for the project. The Draft EIS covered aspects of the built and natural environment for five project alternatives. A public comment period for the Draft EIS ran from Oct. 24, 2024 to Dec. 23, 2024. In 2025, King County reviewed feedback on the Draft EIS and added a sixth alternative for the project in response to comments. Project goals

  • To substantially reduce the potential for White River flooding in the City of Pacific.
  • To improve environmental conditions along this portion of the White River.
