            NOTICE IS HEREBY GIVEN, that a public hearing before the Metropolitan King County Council will be held at the King County Courthouse, 516 Third Avenue Room 1001 on the 7th day of October, 2025, at 1:30 p.m. to consider adoption of Proposed Ordinance 2025-0218, an ordinance that would outline the intended sequencing of steps to acquire property interests needed for the RapidRide I Line project, including authorizing the condemnation of real property to obtain fee title, easements, and other rights in property for the construction of the RapidRide I Line in the cities of Renton, Kent, and Auburn. A public hearing before the Metropolitan King County Council will be held at the King County Courthouse, 516 3rd Avenue Room 1001, on Tuesday, October 7, 2025, at 1:30 p.m.; remote public testimony on Zoom will also be accepted. Written public testimony will be accepted from 9 a.m. on September 23, 2025, through 10 a.m. on October 7, 2025, by sending such public comment to clerk.council@kingcounty.gov. Include the topic and related agenda item (if relevant) in the subject line. SUMMARY

The RapidRide I Line is planned to be a 17-mile north-south bus rapid transit line with 82 stations connecting the cities of Renton, Kent, and Auburn, largely along the path of Route 160. The King County Council approved a Locally Preferred Alternative that established the I Line’s alignment and station locations in 2020 via Ordinance 19098. The I Line has received funding awards from the state and federal governments. Construction is anticipated to begin in late 2025, with service planned to begin in 2027.

 

Proposed Ordinance 2025-0218 would outline the intended sequencing of steps to acquire property interests needed for the RapidRide I Line project, including authorizing the condemnation of real property to obtain fee title, easements, and other rights in property for the construction of the RapidRide I Line in the cities of Renton, Kent, and Auburn. Specifically, Proposed Ordinance 2025-0218, as amended in committee, would authorize the acquisition of the following property rights:

 

  • 19201 108th Avenue SE in Kent (tax parcel # 662340-0183), permanent easement of approximately 353 square feet and temporary construction easement of approximately 954 square feet (K-1)
  • 25445 104th Avenue SE in Kent (tax parcel # 202205-9171), temporary construction easement of approximately 480 square feet (K-48)
  • 25451 104th Avenue SE in Kent (tax parcel # 202205-9131), permanent property acquisition of approximately 1,198 square feet, temporary construction easement of approximately 537 square feet (K-49)
  • 25607 101st Avenue SE in Kent (tax parcel # 116400-0110), permanent property acquisition of approximately 839 square feet, temporary construction easement of approximately 1,157 square feet (K-52)
  • 25601 100th Place SE in Kent (tax parcel # 116400-0010), permanent property acquisition of approximately 904 square feet, temporary construction easement of approximately 860 square feet (K-54)
  • 518 Central Avenue South in Kent (tax parcel # 382800-0460), permanent property acquisition of approximately 81 square feet, temporary construction easement of approximately 266 square feet (K-80)
  • 519 Central Avenue South in Kent (tax parcel # 382800-0255), permanent property acquisition of approximately 64 square feet, temporary construction easement of approximately 481 square feet (K-82)
  • 1720 Central Avenue South in Kent (tax parcel # 346280-0232), permanent property acquisition of approximately 1,199 square feet, temporary construction easement of approximately 1,597 square feet (K-87)
  • 3702 Auburn Way North in Auburn (tax parcel # 613190-0010), permanent property acquisition of approximately 394 square feet, temporary construction easement of approximately 1,087 square feet (A-10)
  • 926 Auburn Way North in Auburn (tax parcel # 333990-0305), permanent property acquisition of approximately 517 square feet, temporary construction easement of approximately 592 square feet (A-24)

 

Final Action:

Prior to final action, Councilmembers may offer amendments for consideration by the Council. Persons wishing to testify on the Proposed Ordinance should attend the public hearing on October 7, 2025, either in person or virtually.
