Megan is a results-oriented and people-centered leader with over 15 years of experience in operations, labor relations, people strategy and employee engagement. She joined King County in 2010 as a litigator in the Office of Labor Relations. In 2012, she moved into leadership as the Deputy Director of the Records and Licensing Division, where she furthered operational excellence through labor-management partnerships. In 2016, Executive Constantine appointed Megan as Director of the Office of Labor Relations. Since that time, she has led total compensation negotiations for the county, including bargaining the first Coalition Labor Agreement covering 60+ unions. She has also led the county’s benefits strategy and bargained agreements covering health care for the county’s largest benefit group, the Joint Labor Management Insurance Committee (JLMIC) and ATU. From 2022-23, Megan served as Special Liaison to the Executive supporting DAJD’s new leadership team with alignment across the enterprise.
As Chief People Officer, Megan is committed to continuously improving the effectiveness and efficiency of the systems we use to support more than 17,000 King County employees.

Angela brings two decades of labor relations experience to her leadership in the Office of Labor Relations (OLR). She began her transition in 2006 into the labor relations field when she was serving as a union steward at KIRO-TV (in her former television career). She went on to represent workers at IBEW Local 46, prior to joining the OLR team. Over the years, she has served as a delegate to the MLK Labor Council, Vice President of the Washington State Labor Council, and has negotiated several Collective Bargaining Agreements in broadcast, railroad, non-profit, construction, and public sector industries. Since joining OLR in 2017, Angela has served as lead negotiator on the County’s largest individual labor contract, ATU 587, and played a key role in the negotiation, implementation, and administration of the Coalition Labor Agreement. Angela is responsible for leading with strategic vision and for supporting OLR’s commitment to strong labor-management partnerships. Outside of work, Angela enjoys knitting and crocheting, and loves taking road trips and camping with her husband, two teenage sons, and their poodle—often exploring Washington’s beautiful state parks and beaches in the region.

Lacey began her career in labor relations over 20 years ago, getting her start with a highly unionized federal agency where she served in roles from operations manager to regional labor relations director. She joined King County in 2018, bringing deep experience and a strong commitment to building collaborative labor partnerships in support of public service.
Originally from Montana, Lacey has called Washington home since 2007. She’s raising two teenage daughters to love the outdoors as much as she does whether they’re skiing in the mountains, paddle boarding, or road-tripping to the beach.

Sasha was born and raised in the Pacific Northwest. A Seattle University law graduate and former municipal prosecutor, he joined the Office of Labor Relations as a negotiator in 2009 where he has enjoyed working with labor and management on a wide variety of topics and labor negotiations. Away from work, Sasha enjoys camping, boating, and spending time with friends and family in West Seattle.

Andre Currently supports labor relations work with the Department of Adult and Juvenile Detention, Department of Natural Resources and Parks, Department of Public Defense, and the Prosecuting Attorneys’ Office. Outside of work, he enjoys spending time with his friends and family, snowboarding, ice hockey, and the occasional trail run or hike.

David specializes in collective bargaining with interest arbitration-eligible bargaining units, especially those in law enforcement and the transit industry. He has worked in the Office of Labor Relations since 2001 and before that, he served as a labor lawyer in the private sector. He is happiest when he is wearing his hiking boots.

James, a native of Atlantic City New Jersey, has been living and working in the Pacific Northwest since 1992 having moved to Seattle after graduating from Temple University in Philadelphia PA. James spent twenty years James working in the labor movement first as a Union Representative for SEIU Local 925 then as the Director of that Local’s Member resource Center. James continued his labor movement work with UFCW Local 21 (now Local 3000) as a Contract Negotiator, Director of Contract Negotiations, Benefits and Operations Director, and finally as Director of that Local’s Member Resource Center. James likes to spend his free time with his family, especially his daughter. When not at work you’ll most likely find him sitting by Hebgen Lake on the outskirts of West Yellowstone, Montana.

Josh is a seasoned negotiator with over ten years of experience working on the Union side and nearly two years working for management. He possesses a unique perspective, shaped by both sides of the bargaining table that allows him to navigate complex work dynamics with insight and empathy.
Labor advocacy runs deep in Josh's roots. As the son of a former Union president and grandson of proud Latin immigrants, he fosters a deep respect for the dignity of all work and the importance of fair representation.
When not engaged in negotiating collaborative solutions with our labor partners, Josh enjoys baseball and traversing the beaches of the Puget Sound.

Matt holds a broad range of knowledge and experience in labor relations. Before coming to King County, he worked on both the employer and union sides, bringing a well-rounded perspective to his work. Matt is the proud father of Anna and Nick. He and his wife Susan enjoy camping with their kids throughout Washington in their RV. In his free time, Matt enjoys golfing and spending time with friends and family.

Timm joined King County in early 2024, after serving as Associate Vice President and Dean of Instruction in Washington State’s community and technical college system. He specializes in workforce training and development, employee and labor relations, and disability support services and advocacy. Timm is a veteran of the United States Army and has earned a master’s degree in business administration and a bachelor’s in public administration. Outside of work, he loves spending time with his wife and two teenagers, wandering the PNW, and dreaming up new oceanic bucket-list adventures.

Leah has served as King County's Labor Analyst since 2023 and has quickly become an invaluable contributor. She has developed total compensation analyses for over 100 union-represented classifications and created live cost estimates during CLA negotiations, providing essential support to the bargaining team. Leah brings a decade of experience as a labor and compensation analyst, including time in the private sector, and holds a Master of Public Administration from the UW Evans School of Public Policy and Governance.
Outside of work, she plays bass in a local rock band - making her OLR’s literal rock star!

Keiley has worked with King County since 2014 and joined the Office of Labor Relations (OLR) in 2020. Before coming to OLR, she held positions in both King County District Court and Superior Court.
In her current role, Keiley manages labor communications for our leadership team and coordinates Labor Management Roundtable and Benefits Negotiations. Additionally, she oversees recruitments for OLR and provides backend HR support. She provides administrative support to the Chief People Officer, Megan Pedersen, Director of Labor Relations, Angela Marshall, Deputy Director, Lacey O’Connell, and assists other senior leaders in the Executive’s Office as needed. Keiley values teamwork, efficiency, and finding ways to make processes work better for everyone.
A Pacific Northwest native with a degree in Criminal Justice, Keiley enjoys spending time outdoors with her partner, toddler, and two dogs. She’s also a music enthusiast and tries to catch live shows when she can, though life with a little one keeps her plenty busy.

Prior to joining King County in 2017, Kelli worked in the telecommunications industry where she began as a Circuit Designer. Later, her focus shifted to External Partner Relationships, Process Improvement & Change Management. During her time in telecom, Kelli earned her Project Management Professional (PMP) Certificate from The Project Management Institute, as well as Lean Six Sigma Green Belt Certification. She is currently working towards obtaining her Public Records Officer accreditation from the Washington Association of Public Records Officers.
Outside of work, Kelli and her husband can usually be found driving to/from or inside an ice rink, cheering for their daughter who is a defenseman and alternate captain for the only AAA ranked female team in Washington State. In the little free time that her daughter’s travel sports schedule allows, Kelli can usually be found with her nose in a book. An avid lover of spooky season, she also enjoys archery, the Jurassic Park franchise and all things Lego.

Lauren has been living in Seattle since 2009 and has over 16 years of experience in project management, business development, and strategic planning. Lauren joined the Office of Labor Relations with a strong background in leading teams through initiatives within many different industries and organizations, including hospitality, marketing, public health, clinical research, and technology consulting. Lauren's an avid reader and wine enthusiast who enjoys going to Sounders, Mariners, & Kraken games with her partner and spending time with her corgi.
