This order rescinds the existing Executive Policy, Procedure and Public Rule system, replaces it with a new system, and reenacts directives published under the existing system.
WHEREAS, the current Executive Policy, Procedure and Public Rule System was enacted on July 1, 1987 by INF 7-1 (AEP), revised May 19, 1989 by INF 7-1-1 (AEP) and since has become outdated and difficult to manage.
NOW, THEREFORE, I Dow Constantine, King County Executive, do hereby order and direct:
The following Executive Policies are rescinded as of the effective date of this order:
INF 7-1-1 (AEP) Description of Standardized System for All King County Rules, Policies and Procedures
INF 7-1A-2 (AEP) Approval and Routing Procedures for Public Rules and Emergency Rules
INF 7-1B-2 (AEP) Approval and Routing Procedures for Executive Orders (AEO), Emergency Orders (EO), and Executive Policies and Procedures (AEP)
INF 7-1D-1 (AEP) Approval and Routing Procedures for General Department Policies/Procedures (DP’s) and Department Work Procedures (DW’s)
INF 7-1F-1 (AEP) Department Manual/Index System: Automated Information System User Manuals
INF 7-1G-1 (AEP) Writing King County Public Rules and King County Policies and Procedures
FURTHERMORE, the Executive Policy System is replaced by the following new policies:
INF-7-4-EP Drafting and Implementing Executive and Department Policies
INF-7-5-EP Drafting and Implementing Executive and Emergency Orders
INF-7-6-EP Drafting and Implementing Public and Emergency Rules
FURTHERMORE, all existing directives published under the system in effect on the date of this order are ratified and reenacted. All existing ratified and reenacted policies and rules shall retain their existing document code numbers and formatting. All ratified and reenacted policies and rules shall expire five years from the effective date of this order.
