WHEREAS, on February 6, 2020, 2019, in my capacity as King County Executive, I issued a Proclamation of Emergency regarding the winter storm conditions, including heavy rain and snow, high winds and widespread flooding, present in King County since January 20, 2020; and
WHEREAS, K.C.C. 12.52.030(C)(10) authorizes the King County Executive to make and proclaim any “orders as are imminently necessary for the protection of life and property”; and
WHEREAS, this continued emergency requires the issuance of an order that is specifically targeted to address certain aspects of solid waste handling within the County, and
WHEREAS, K.C.C. 10.10.025 sets forth certain notice and comment procedures that are required to change the operating hours of County solid waste facilities; and
WHEREAS, K.C.C. 10.12.050(B) authorizes the Executive or Council by motion to waive service fees under a proclamation; and
WHEREAS, recent extreme winter weather conditions have interrupted regional waste management activities delaying garbage pickup service and presenting a threat of increased yard waste debris requiring disposal;
THE FOLLOWING EMERGENCY ORDER IS PROCLAIMED BY THE KING COUNTY EXECUTIVE, DOW CONSTANTINE
It is hereby ordered that the Solid Waste Division is authorized to temporarily change, by expanding or reducing, the operating hours of King County solid waste facilities; and
Temporarily close any King County solid waste facilities as necessary; and
Waive fees for yard waste debris as necessary to address the continuing effects of the extreme winter weather on solid waste handling.
This order shall continue in force and effect until the February 6, 2020 Proclamation of Emergency is terminated by order of the Executive or action by the County Council by ordinance.
