Reports and audits - Adult and Juvenile Detention
Prison Rape Elimination Act (PREA) reports
At King County, we have zero tolerance for sexual abuse and sexual harassment involving people in custody. We work continuously to improve our practices.
The Prison Rape Elimination Act (PREA) is a US law established in 2003. Its intent is to further prevent and respond to sexual abuse and sexual harassment of people in custody at correctional agencies.
PREA has provisions for the development of standards to prevent, detect, and respond to sexual abuse and sexual harassment. PREA applies to all public and private correctional institutions that house adults or juveniles.
The reports below reflect the data we collect and analyze each year.
Annual reports
To assess and continually improve on our practices, we collect and aggregate data each year. We use that information to generate the reports listed below.
Audits
We also regularly audit each of our adult and juvenile facilities to ensure we remain compliant with federal regulations regarding sexual abuse and sexual harassment prevention. These audits are listed below.

Unexpected Fatality Reports
In 2021, the Washington State Legislature passed a new law (RCW 70.48.510) that requires Washington state prisons, as well as all city and county jails, to do the following:
- Review unexpected in-custody deaths
- Publish a report on the findings within 120 days of the death
The primary purpose of the reviews and accompanying report is to review practices and policies to prevent future fatalities and to strengthen safety and health protections for people in custody. Prisons and jails are required to provide Washington's Department of Health and the Legislature with a copy of the report.
The Department for Adult and Juvenile Detention (DAJD) and its partners at Jail Health Services strive to provide safe, secure, and appropriate health and behavioral health services for each person in our care.
