Opinion: The annual solicitation of applicants to participate in the King County Arts Commission's Gallery Program through the Cultural Resources Division need not exclude an applicant who is:

Not employee in the Cultural Resources Division;

Not associated with the process of establishing the jury for the awards nor serving as a member of the jury itself.
Statement of Circumstances: In response to a request for direction from the King County Board of Ethics and Pursuant to Section 12A of King County Ordinance No. 9704, the following advisory opinion is hereby rendered:
