Energize - Adult Family Homes

The Energize – Adult Family Homes program provides services and County-managed installations in adult family homes to improve energy efficiency, indoor air quality, and resident comfort, and to lower energy costs. This program is open to licensed adult family homes located in King, Kitsap, Pierce, and Snohomish Counties.

Program applications open in January 2026.

What does the program provide?

This program provides program participants with a combination of the following items, depending on the building needs:

house with a thermometer, sun and snowflake Heat pump installation to provide high efficiency heating and cooling

weatherization Insulation, air sealing, and ventilation (also known as weatherization) to improve energy efficiency, health, and comfort

hot water heater  Heat pump water heaters for low-cost water heating

induction stove Induction cookstoves

King County will manage all installations, including covering the costs of equipment and materials, and hiring and paying contractors. This is not a grant program.

This program will address community needs by supporting primarily low-income seniors and Adult Family Home residents, as well as Adult Family Home workers and operators, with clean, efficient heating and cooling, and improved indoor air-quality (IAQ) while reducing fossil fuel consumption in buildings.


Who is eligible for the program?

Adult Family Homes, as defined in RCW 70.128.010 (1), licensed by Washington State Department of Social and Health Services (DSHS), and located in King, Kitsap, Pierce, or Snohomish County.

While not an eligibility requirement, this program prioritizes adult family homes located in frontline communities, defined as those located in any of the following geographies:

  • Puget Sound Clean Air Agency overburdened communities
  • WA Environmental Health Disparities Map score of 9 or more
  • 2024 U.S. EPA defined low-income and disadvantaged communities

Generally, these geographies share poorer air and soil quality, higher noise pollution, closer proximity to hazardous waste treatment and storage facilities, and greater risk of related negative health outcomes. Additionally, they experience reduced resiliency to climate change.

Program Cost

King County will cover 100% of costs of installations, including managing all installation contractors and covering costs of equipment, materials, and labor.

What are heat pumps?

Heat pumps are highly efficient heating and cooling systems that move hot air from one place to another. If you have a refrigerator, you already have heat pump technology in your home! Heat pumps have been around for over 50 years and are now the preferred heating and cooling system in Asia and much of Europe.
