King County is responsible for approving taxi, for-hire, and TNC companies and drivers who wish to operate in:
- Unincorporated King County
- The Port of Seattle, including Seattle-Tacoma International Airport (requires additional Port of Seattle authorization)
- Within the city limits of Auburn, Bellevue, Burien, Covington, Enumclaw, Federal Way, Issaquah, Kenmore, Kent, Kirkland, Maple Valley, Redmond, Renton, Sammamish, SeaTac, Seattle, and Shoreline
Notice of proposed regulatory fee change and opportunity to comment
An application for a regional for-hire driver's license under King County Code (KCC) 6.65.090 requires applicants to authorize the director to obtain the applicant's current driving history and successfully passing a check of the applicant's driving record. The County obtains driving history information through an approved third party. The third party has increased the cost of providing driving history information from $16.00 to $19.00. In response to this increased cost to the County, the County proposes increasing the Third-party Driving History Report fee assessed to applicants under KCC 6.65.050 and KCC 4A.750.100(A)(2).
In proposing this change to the for-hire driver licensing fee below, the director considered the factors set forth in KCC 4A.750.100(B). This fee change will realign the fee with the cost to the County for obtaining driving history reports.

The proposed fee change will apply to licensing fees beginning July 1, 2025.
Comments on the proposed change will be considered by the director. Written comments must be submitted by 5 p.m. on June 13, 2025 to FAST@kingcounty.gov or by mail to the For-Hire Licensing Office at King Street Center, 201 S. Jackson St., Suite 206, Seattle, WA 98104 using this comment card.
Regulations
King County and the City of Seattle partner to regulate the for-hire industry under an interlocal agreement.
King County manages all for-hire driver licensing functions for both jurisdictions. Seattle manages all for-hire vehicle licensing functions for both jurisdictions. Regulations across the two jurisdictions vary slightly.

Legislation
The King County Council (County and Seattle City Council (City) each adopted three ordinances related to for-hire transportation in the past year, including:
The first ordinance amends existing City and County law to effectively remove taxicab and for-hire vehicle owners, drivers, and companies from the code, leaving in place the existing regulations on TNCs.
The second ordinance establishes a new chapter, in City and County codes respectively, focused on the taxicab and for-hire vehicle industries to ease and streamline regulations.
The third ordinance authorizes an updated Interlocal Agreement for the City and County to jointly regulate and enforce SMC 6.310, SMC 6.311, KCC 6.64, and KCC 6.65.
In addition, the King County Council also adopted an ordinance to update interlocal agreements with public agencies for for-hire transportation regulatory services.
