How to "piggyback" on King County contracts

Under RCW 39.34.030, local government agencies can use contracts from other jurisdictions through a process called “piggybacking.” Piggybacking allows municipal governments to save time and secure better prices and terms by leveraging contracts awarded by another public agency.
How to “piggyback” on King County contracts
- Review Awarded Jurisdictions: Check the list of jurisdictions with approved Cooperative Purchasing Agreements below. These jurisdictions are already authorized to use King County contracts.
- Submit a Cooperative Purchasing Form: If your entity does not have a Cooperative Purchasing Agreement with King County, download King County's form. Complete the form and have it signed by the appropriate authority with your entity. Next, email it to procurement.web@kingcounty.gov for signature by the King County Chief Procurement Officer. Once signed, King County will reach out to inform you that the Cooperative Purchasing Agreement has been finalized and uploaded to the list below.
- Review Awarded Contracts Log: To find a specific contract you wish to piggyback on, refer to the Awarded Contracts Log. This log lists all active King County contracts, including goods and services contracts resulting from the Invitation to Bid process.
- Confirm if Additional Documentation is Needed: If your jurisdiction requires additional documents related to a contract that you're interested in piggybacking off of, please send a request outlining your needs to procurement.web@kingcounty.gov.
Important Reminders
Your jurisdiction is responsible for initiating work or placing orders with the contractor; King County is not involved in this process.
The criteria for piggybacking are determined by your own municipal code and RCW, not by King County procedures. For more details, please consult the MRSC website.
